There's no punish command, there are bounties. It is like saying reporting someone is abuse. If you serve, you should accept anything they throw at you, since they're the lawsys, and it is not like death bounty is one of the bounties that actually allow you to use capture.

ER lawsys can not yet be enforced on servants (dev35) so he is just serving and getting eq from FRs and just leaving his inn to kill ERs. Will probably kill in Mordor to serve off without aging the time needed too.
