It really just depends entirely on how the word is used. The other word for it is n00bie which would mean skill-less and so on. But newbie can be used for either definition.
Newbie basically means someone new, which is all about how long you have been playing and has little to do with skills as a player (though it is a common misconception because less experienced players tend to be worse)
