OK, this is a continuation on the log pasted by Sicarius which had Draugluin's idea. I thought of petitioning this, but because Ainu want something perfect and particular, i wanted to get your inputs here so we could submit something we can all accept. This is a rough copy so feel free to butcher it:D


Draugluin suggested the following:
^ Draugluin: So lets say that everyone who killed anyone who wasn't wanted or bountied had to pay a fine for doing so. 
And lets further say that the fine was higher if the person who did the dying hasn't "participated" (to be defined) in pkilling. 
Lets also say that if the person who did the dying DOES "participate", their death with hurt a little more than someone who does not. 
And also, all the regional control failkill patrol battlepoint stuff...disappeared.

These are the points in details: 
1-	Remove BPs and all related control of regions aspects. 
a.	Draugluin is suggesting to remove Battle points and all control region advantages and limitations. 
	This would effectively open arda up to all mudders and enable everyone to go just about anywhere on the grid. 

b.	Limit Opponents from accessing the opposite side “Newbie” areas. 
	i.e. ERs wont go to West Arda, and FRs wont go to Far Harad. 

c.	Remove failkill in all of its forms, no longer will killers be rejected the chance of 
	attacking anyone else in any other region. 

2-	Install a global lawsays system (similar to the one FRs have)
	Draugluin is suggesting as part of the opening up of Arda scheme to install a global lawsays system 
	in the Grid where all “Interactions” between any players, including opposite races, will result in a 
	penalty of paying fines to the court by reports. More importantly, the game will be semi flagged as it 
	will impose different penalties on both fines and deaths resulted  from “Interactions” of a “participating” 
	player rather than a “non-participating” character. 

Particularly, those terms are defined as follows

a.	Interactions: any activity done by any player that would result in a damage to the opposing player. 
	These interactions will include offensive player attacking/killing, stealing and mass casting (sandstorm). 
	These Interactions are tracked by the lawsays system, as more particularly described below. 

b.	Participator: any player who effectively participates in Player Vs. Player interactions by either stealing 
	from players or attacking other players. A way to track these particular interactions is by reports received
	by the court. Much like the lawsays system installed now, the more you PK or steal, the higher the fine you will get. 

c.	Non-participator: any player who does not involve himself with Player Vs. Player interactions. 
	The way it was explained, these players can initiate combat with friends and in an RP manner with opponents 
	without having their status going to “Participators” because their activities are not reported to the court. 

The above suggest the following: 
a.	Participator who engages in an interaction with any other player who is also a Participator will receive a 
	capped fine. This is simply what used to happen in Guild Wars and Contract Kills. During these interactions, 
	if both guilds put the opposing guild on a hostile mode, the fines received by any Interaction will be capped 
	at a certain level. Thus allowing those two guilds to attack each others without being over-crippled with fine 
	increases. Similarly with thieves, stealing from another participating thief will cause a capped fine rather 
	stealing from a non-participating player.
  
b.	Participators who die in combat with other players will incur a higher death penalty. It was suggested that 
	when a participator dies as a result of an interaction, he will have a similar death damage as the old deaths 
	used to cause. 

c.	Participators who engage in an interaction with a Non-Participator will incur higher fine which will be 
	increased in an exponential manner as it is happening in the current lawsays system. i.e. the more 
	Participating player interacts with non-participators the more fines he will have to pay to the court. 

d.	Non-participators who got forced to interact with Participators will suffer a lower death penalty. 
	It was suggested the penalty will be as it currently, lower than the old deaths. 

Summary of point 2:
The opening up of the game will be done in a unique fashion. It will allow people who like to RP to do so 
with another people without having to be crippled with fines and so forth as it is part of RP to keep those 
interactions away from the court. Similarly, people who like to participate in these interactions will have 
to do so with other participants who are also enjoying these interactions. Thus, this will eventually let 
people who want to interact to fight or steal from each others, and let the people who do not want to fight 
to play their own game. 

The following problems needs addressing in relation to point 2: 
Problem: A non-participator who holds certain valued piece of equipment or the claim for it, such as MELS or 
Whip, which are attractive to participators can be unreachable?

Potential Remedy: WRONG! That player is very much reachable by participators because it wont be a 100k fine! 
It will just be a higher fine than what a participator receive had he killed a non-participator. 
This will encourage people who do not want to interact with others not to hold these valued equipment. 

Problem: Protected areas by certain guilds or clans are sometimes invaded by non-participators who seek gold 
or equipment, how can you defend this area from those particular non-interactors? 

Remedy: Something needed here.
