There are at _least_ 4 within 20 rooms of Edoras. Two more in Dunharrow. Also, two more untriggerable in Dunharrow. Let alone 3 possible innbreaks withing 25 rooms as well. 4 innbreaks if you step it up to 30 rooms.

There are not 4 untriggerable breaks in the edoras area.
I generally trigger in Edoras based upon where they start to go in Edoras...after all, there's a total of 7? breaks and only 3 of them triggerable...if you're going to be triggering, you might as well get it right.
I thought it was fine from Delkin's point of view. Maybe an Edoras huntbreak trigger would've been nice. But all in all, there's not really much else Delkin could've done here.
