Yeah, but with swimming and camo, you have to be in the water first, or camo'd first before you can be drunk.
You can be drunk and camoed at the same time. You also can be shit faced and evade. Also while swimming.
camou is the one you can't do while drunk...for everything else, there's mastercard.
Evasion is meant to be the escape skill, not camo nor hide (which for that reason doesn't work when you're drunk/using light). Vijraihn was trying to hide up there but he was drunk from that phial. If he would've had evasion he would've survived.
Hmm, maybe you can't evade drunk, but you CAN evade if you're drunk and resting. It's the only logical explanation!
