The fun of stealing crap people would kill to get is why people steal. And who the hell cares about gold as a thief anyways? Fines are just an annoying evil that sometimes has to be sacrificed to have fun. And, most of the times fines can be... uhm... modified?

Oh I have a thief. I'm just saying that if he is only going for gold here there are many different ways to make more. If he is doing it for the fun and maybe the contracts afterwards, then yes I guess it is completely worth the trouble.

The sword is worth 1-1.5k, doubt the fine would only be 1k.
Good thieves never need any of the gear they steal. Also if was willing to pay 2300 for it, someone else is probably willing to pay 2200 for it. The fines would be about 1k. So there's 1.2k profit. You could probably offer to sell it back to the victim then pocket the gold and run. The opportunities for thiefy fun when you steal even the most mediocre unique are endless:P
