Yes, there were quite a few errors... However, I didn't really have to put forth any effort to decipher his meaning (as opposed to, say, Belial or Moroso).

Depends on how long your legs are, imo. If you've got average-longer legs, the lowest rung is worthless, if you've got short legs, then you need it. My legs are on the longer side, so the bottom rung could be a piece of dog shit on the bottom of my shoe for all I care.
Quite the opposite rhoads, the bottom one is the one that you don't necessarily need but just hangs around to idle kill you, strange I know =p
But isn't the lowest rung on the latter the most important one? after all, without it, you can't start to climb the bloody stair :P
