Well law reports takes months to be resolved usually, unless you push on powers and tell them personally about a case

Ravathir probably went through with a law report and got the characters deleted. It should be obvious that Valinor wouldn't just delete characters on the spot at request, even if it's a placeholder. All Morwen was asking you to do was go through the motions so they could make sure it's all legit.
