Dude, some months ago a pvp flag was implimented, that flag enable you to turn it off if you don't want to be attacked when outside of a lawless area.
If you choose to turn it off, you can idle at the bank in edoras.
Nonetheless, i assume you already know howhew the flag is working, you choose to turn it on, and idle 10 rooms away from a courthouse.
Give me a fucking break!
