since when have SoU allowed random contract kills? Last I recalled they were very strict about pkilling randomly.

Rhoads, SoU killing the enemy in Mordor is NOT the same thing as 2 people jumping in and telling a complete stranger to lock up a faded assassin. I wonder if they would have done the same thing is Thalus had not been faded, and they would have had to pay fines.
I think by killing Thalus it is clearly shown that i chose Moral.

I can see a high ranking officer in Saurons army killing an orc.
I cannot see Legolas or any other 'moral' character killing a soldier from Minas Tirith. We are evil, and do evil things. You are supposed to be good, and thus, not do evil things.
But, that whole concept depends on the fact that killing Thalus in this instance was role play....which it was not. It was taking the opporitunity to get a free pkill, and gear, as evidenced by this:
