Not really. Dunlendings hate one of the sides, because that side has oppressed them for hundreds of years. So even if they're not <i>evil</i> in the sense that they serve Sauron, they shouldn't be impartial, because they hate the Strawheads.
And... well... they're a weak, fractured, backwards people who are prone to kowtow to large displays of power.
