The word 'wraith' does not imply 'ringwraith', Deathlord. Just because there were only 9 Nazgul doesn't mean there weren't other wraith-like spirits and the such. Hell, the Army of the Dead could be considered wraiths, really.
I still find it very curious how a guild proposal gets shot down because of additional wraiths being unthematical... and then they throw these guys in there... consistency is key. ;)
Well the way I see it, we have the addition of 'non-existent' ringwraiths so we might as well go all the way and add cute little fuzzy bunny wraiths too and allow little noobers to run around Morgul Pass and peltem with 'non-existent' cute little fuzzy bunny wraith knives! After all, there was no discussion of other wraiths in the books so if you throw them in there you might as well add some flavor in there too.
